According to the Clean Creeks Program, the property owner is directly accountable for ANY discharge by a mobile car wash company that enters a storm drain. Fines are based on the parcel number and applied toward the annual property tax if not paid. DO NOT get yourself a fine because you allowed chemicals and water to be discharged into your storm drains! The State Water Control Board has the ability to fine up to $10,000 per occurrence.
